Public Holiday Not Worked (PHNW) automatically creates a payment for eligible team members who don't work on a public holiday. This article explains how PHNW works, how to set up and configure the pay rule, and how the payment appears on a timesheet.

What is Public Holiday Not Worked and how does it work?
Some team members are entitled to a payment when they don't work on a public holiday. Public Holiday Not Worked automates this process in Deputy.
Before Public Holiday Not Worked can create a payment, you need to:
- Set up your public holidays in Deputy.
- Add the Public Holiday Not Worked pay rule to the pay rate used by your team members in Pay Rate Builder following the instructions below.
After you've completed the set-up, Deputy checks eligible public holidays. If a team member doesn't work a shift on the public holiday, Deputy creates an unapproved timesheet for the Public Holiday Not Worked payment the following day.
How do I add and configure the Public Holiday Not Worked pay rule?
To set up Public Holiday Not Worked, add the pay rule to the pay rate used by the relevant team members, then configure when the payment applies and how it's calculated.
- Open Business Settings and select Pay Rate Builder.

- Select the pay rate used by the relevant team members.

Open the Pay Rules tab and click Add to the Public Holiday Not Worked rule.
- Use the information below to configure the Public Holiday Not Worked pay rule and click Save.

Name: Enter the name that will display for the payment on the timesheet.

Regular Working Hours Overlap: This setting checks the team member's regular working hours. When selected, the payment only triggers if the public holiday overlaps the team member's regular working hours. If the team member doesn't have regular working hours set, or this setting isn't selected, Deputy uses the Days This Applies setting instead.

Hours Determination: This setting determines the number of hours on the Public Holiday Not Worked timesheet. You can select:
- Regular Working Hours: Available when Regular Working Hours Overlap is selected. Deputy uses the team member's regular working hours to determine the timesheet length. If regular working hours aren't set, Deputy uses the fixed hours.
- Standard Hours: Available when Regular Working Hours Overlap isn't selected. Deputy uses the default amount configured in the policy's standard hours settings. If standard hours aren't set, Deputy uses the fixed hours.

Fixed Hours: Uses the number of hours entered in the fixed hours setting.

Days This Applies: When regular working hours aren't being used, this setting determines which days can trigger a Public Holiday Not Worked payment. For example, if Sunday isn't selected and a public holiday falls on a Sunday, the payment won't trigger.

Pay Rate: This setting determines how the team member is paid. You can configure the payment as a flat amount per hour or a multiplier amount per hour. A fixed value per hour isn't currently available.
- Export Code: Use the export code to map the payment to your payroll provider.
How do Public Holiday Not Worked rules appear on a timesheet
If a team member has no other shifts on the day of the public holiday, Deputy creates a timesheet the following day.
The timesheet is initially unapproved, and its Area/Leave Type is marked as Public Holiday Not Worked.
Once a timesheet is approved, it will be updated and the Leave type, pay rule and pay rate will de displayed on the timesheet.
FAQs
Can I pay a fixed amount, such as $100, instead of an amount per hour?
Yes. Set up the Public Holiday Not Worked pay rule using the steps above, but make the rule non-exportable.
Add the Public Holiday Not Worked leave type to the policy in the General section. Then create a Leave Loading pay rule, assign it to the Public Holiday Not Worked leave type, and enter the amount as a unit flat rate.
Does Public Holiday Not Worked count towards overtime limits?
By default, yes. If you change the rule's rate type to Overtime, it won't count towards overtime limits.
